Summary:
The Accounting Manager oversees and supports the districtβs accounting operations, including general ledger management, accounts payable, payroll accounting, fixed asset accounting, bond accounting, and financial reporting. Under the guidance of the Controller, this role ensures accurate general ledger coding and reporting in line with the State of Oklahoma Cost Accounting System (OCAS) requirements. The Accounting Manager plays a critical role in ensuring accurate, timely, and transparent financial information, maintaining strong internal controls, and supporting compliance with Board policies, district business practices, state and federal regulations, and generally accepted accounting principles (GAAP).
Key Functions:
β Administers accounting procedures across the District and ensures compliance with Board policy and state and federal reporting requirements
β Supervises accounting operations and direct reports, including general ledger activities, journal entries, account reconciliations, expenditures, encumbrances, and requisitions

Manages month-end close, balance sheet reconciliations, and reclassification entries, and maintains financial internal controls β Leads year-end audit preparation, OCAS reporting, and tax filings (1099s and 1042s) β Coordinates financial reporting systems, works with ERP vendors to resolve issues, and validates Board of Education reporting for encumbrances and expenditures β Provides payroll accounting backup and support
β Oversees bond fund tracking, encumbering, expensing, and reporting
Minimum Qualifications:
Education:
β Bachelorβs degree in Accounting or Business Administration, or a combination of education and equivalent work experience Experience:
β Minimum of five (5) years of supervisory accounting experience, or equivalent work experience in a financial, analytical, or accounting field Licenses and Certifications:
β Certified Public Accountant (CPA) preferred
β Proficient in Microsoft Office Suite
β Bilingual in Spanish preferred Knowledge, Skills, and Abilities:
β Ability to work non-standard hours during peak periods such as month-end close, audit preparation, and year-end reporting
β Strong organizational and time management skills with attention to detail and ability to meet deadlines

β Prepares and reviews reclassification entries required for month-end close β Processes year-end adjusting entries required for state and federal reporting β Prepares and files required tax forms (1099s and 1042s) in compliance with IRS and Oklahoma Tax Commission requirements β Provides back-up support for payroll accounting and reporting functions, including reconciliations, journal entries, and payroll reporting β Reviews and maintains financial internal controls to ensure compliance with audit requirements β Coordinates financial reporting system activities and works with ERP vendors to resolve issues and improve functionality β Validates Board of Education reporting for encumbrances and expenditures β Supports tracking, coding, encumbering, expensing, and reporting of bond funds β Performs other duties consistent with the scope of the position as assigned Customer Contacts: β
β Internal: Direct reports (Staff Accountants, Accounting Clerks, Accounts Payable Supervisor), Controller, Payroll, Board of Education, and district staff β
β External: ERP vendors, IRS, Oklahoma Tax Commission, external auditors, and other vendors Supervisory Responsibility: β Oversees six (6) direct reports: Staff Accountant (3), Accounting Clerk (2), Accounts Payable Supervisor (1) β Provides input on hiring decisions, conducts formal performance evaluations, and administers corrective action Working and Physical Conditions: The physical demands and work environment characteristics described here are representative of those an employee may encounter while performing the essential functions of this position.
