Position
Summary:
The
School
District
Buyer
is
responsible
for
procuring
goods
and
services
in
accordance
with
district
policies,
state
purchasing
laws,
and
public
procurement
best
practices.
This
position
manages
the
solicitation
process,
including
preparation
of
bids
and
proposals,
vendor
communications,
evaluation
coordination,
and
contract
administration.
The
Buyer
ensures
timely
and
cost-effective
purchasing
while
maintaining
compliance,
transparency,
and
ethical
standards.
The
role
collaborates
with
district
departments
to
identify
purchasing
needs,
supports
budgetary
objectives,
and
promotes
effective
vendor
partnerships
to
support
district
operations
and
student
success.
This
position
follows
established
purchasing
policies
and
guidelines
and
does
not
have
authority
to
approve
purchases.
The
Buyer
processes
purchases
and
supports
compliance
requirements,
with
final
approval
authority
residing
with
designated
district
approvers.
Minimum
Qualifications:
Education:
β
Bachelorβs
degree
in
business,
finance,
accounting,
or
a
related
field;
or
equivalent
work
experience
in
lieu
of
education
Experience:
β
Previous
experience
working
with
an
ERP
system,
MUNIS
preferred,
and
procurement
processes
(including
bids
and
RFPs)
preferred
β
Purchasing
experience
in
a
public
sector
or
government
setting
preferred

TPS
personnel

purchasing
supplies

equipment

procedures,

regulations,
department
directives,

budget
information

Determines
appropriate
sourcing
options
and
obtains
quotes
as
needed
to
support
compliant
purchasing
β
Determines
availability,
pricing,
and
suitability
of
vendor
products,
goods,
and
services
and
reports
information
as
requested
β
Manages
the
solicitation
process,
including
preparation
of
bids
and
proposals,
vendor
communications,
evaluation
coordination,
and
contract
documentation
β
Negotiates
pricing
and
contract
terms
within
established
district
guidelines
β
Responsible
for
all
compliance
documentation
relating
to
each
purchase
β
Utilizes
sound
purchasing
practices
and
adheres
to
a
strict
code
of
ethics

Creates
and
maintains
shared
spreadsheets,
manages
reporting,
and
compiles
trend
reports
as
needed

Aids
in
creation
of
MUNIS
training
materials
and
leads
district-wide
trainings
on
purchasing
processes
and
systems
β
Participates
in
MUNIS
testing
and
implementation
activities
as
assigned
β
Serves
as
backup
support
for
the
districtβs
procurement
card
(P-Card)
program
as
assigned
β
Serves
as
the
main
contact
for
district
vending
suppliers
β
