Position Summary: The Senior HRIS Administrator serves as the district’s subject matter expert for Human Resources Information System (HRIS) configuration, data integrity, and compliance -related personnel data processes. This role provides technical leadership and hands -on support for HRIS functions that support compensation, payroll, benefits, contracts, and reporting, and partners closely with Payroll, Information Services, and Talent Management leadership to ensure accurate, timely, and compliant employe e data across systems. Minimum Qualifications: Education: ● Bachelor’s degree in human resources, information technology, business, or a closely related field – OR – • Four (4) years of progressively responsible experience in human resources, HRIS, information systems, business operations, or a related area in lieu of the degree Experience: ● Five (5) years of experience working with ERP or HR data systems required. ● Experience working in school systems or other public sector organizations preferred. ● Experience with Munis highly preferred. Specialized Knowledge, Licenses, and Certifications : • Demonstrated experience developing, implementing, or modifying HRIS solutions. • Strong working knowledge of HR systems, HR processes, and data reporting. Responsibilities and Essential Functions: The following duties are representative of performance expectations. A reasonable accommodation may be provided to enable a qualified individual with a disability to perform essential functions. • Provide functional leadership for the district’s HRIS, ensuring system configuration, tables, and workflows align with district policy, contracts, and regulatory requirements • Oversee and maintain HRIS rate tables, calendars, and structural data supporting payroll accuracy and contract administration • Develop and maintain data governance standards to support data integrity across HR, payroll, and benefits systems • Serve as a senior HRIS subject matter expert and technical resource for complex system and data issues • Oversee preparation and submission of state personnel reports for certified and support staff • Support compliance with state minimum salary schedules, retirement credit requirements, and applicable reporting standards • Prepare and submit required federal and state reports, including FBA audits, EEO -5, and 1095 reporting • Monitor HRIS data accuracy to support accreditation, state funding, and federal claims • Provide HRIS and data support for compensation programs, annual employment contracts, and individual contract data sheets • Support annual salary increases, negotiated pay changes, and eligibility verification through system configuration, validation, and quality checks • Oversee HRIS processes supporting special assignment programs and extra duty contracts, including reconciliation prior to payment • Perform and coordinate end -of-year and start -of-year HRIS routines, including employee status transitions, pay record updates, and retirement credit processing • Identify and implement opportunities to streamline and automate Talent Management processes using HRIS tools and reporting • Develop ad hoc reports and monitoring tools to identify data errors, compliance risks, and improvement opportunities • Serve as facilitator for the Human Resources IT User Group • Provide training, guidance, and technical support to Talent Management staff and other district offices • Advise the Director of Compensation and Benefits and Talent Management leadership on HRIS capabilities, system impacts, and data considerations related to policy or operational changes • Perform other duties consistent with the scope and level of the position as assigned Skills and Abilities Required: The following characteristics and physical skills are important for the successful performance of assigned duties. • Strong interpersonal and collaboration skills • Ability to communicate technical processes clearly to end users • High attention to detail and accuracy • Demonstrated discretion when handling confidential and sensitive information • Ability to work collaboratively with Human Resources, Payroll, and Information Services teams • Strong working knowledge of ERP systems, particularly Munis • Proficiency with Microsoft Office Suite, including advanced Excel skills, Google Workspace, and digital collaboration tools • Ability to analyze large data sets and translate findings into actionable next steps • Strong written and verbal communication skills • Working knowledge of human resources practices in a school district setting Customer Contacts: ● Internal : TPS district employees, Talent Management, Payroll, and Information Services staff ● External: Partnered vendors, state agencies, and auditors Supervisory Responsibility: ● This position directly supervises the HRIS Administrator Working Conditions: Exposure to the following situations may range from rare to frequent based on circumstances and factors that may not be predictable. ● Work is primarily performed in an office environment ● Extended periods of computer use may be required ● Occasional extended hours during peak processing periods, such as year -end or start - of-year cycles Physical Conditions: Exposure to the following situations may range from rare to frequent based on circumstances and factors that may not be predictable. • Ability to sit or stand for extended periods • Ability to use standard office and computer equipment • Ability to review data, reports, and documentation visually • Ability to communicate effectively in person, by phone, and through electronic means Tulsa Public Schools is committed to building a diverse and inclusive team of individuals who contribute to the district's mission with their talents, skills, and energy.
